The challenge
Decisions on how to decommission oil and gas installations in the North Sea have major implications for the environment and society, and must take account of safety, economic and technical realities. In cases where it may not be feasible to fully remove installations, the industry requires alternative decommissioning options to be assessed using a process known as Comparative Assessment (CA).
Given the implications of decommissioning decisions, Comparative Assessment approaches are subject to significant scrutiny and stakeholder interest. As part of their commitment to driving good practice, IOGP asked Catalyze to perform an independent review of existing guidance and current practice within Comparative Assessment, with a focus on the application of multi-criteria decision analysis (MCDA) and decision science techniques.
