Helping drive good practice in decommissioning decision-making

The International Association of Oil and Gas Producers (IOGP) act as the global voice of the oil and gas industry, working with their member organisations to improve industry performance. They promote and develop excellence in sustainable energy supply and promote good practice across the industry.

The challenge

Decisions on how to decommission oil and gas installations in the North Sea have major implications for the environment and society, and must take account of safety, economic and technical realities. In cases where it may not be feasible to fully remove installations, the industry requires alternative decommissioning options to be assessed using a process known as Comparative Assessment (CA).

Given the implications of decommissioning decisions, Comparative Assessment approaches are subject to significant scrutiny and stakeholder interest. As part of their commitment to driving good practice, IOGP asked Catalyze to perform an independent review of existing guidance and current practice within Comparative Assessment, with a focus on the application of multi-criteria decision analysis (MCDA) and decision science techniques.

Our approach

Catalyze performed a broad review of recent Comparative Assessments and industry guidance, digging deeper into specific areas as points of interest or inconsistency emerged. It was essential the information and evidence reviewed in the study were in the public domain, to allow the findings and recommendations to have relevance. Through our investigation we identified areas of strength and focussed on some of the technical aspects of decision science which were not always applied robustly, drawing on our deep expertise in decision analysis.

The result

Through our final report, we are able to deliver two key outcomes for IOGP: confirmation that the Comparative Assessment process is suitable and robust; a set of practical recommendations for improving knowledge and standards in Comparative Assessment. The findings and recommendations enabled IOGP to develop a plan for further improving knowledge and good practice in Comparative Assessment.
